Some people in Santa Maria expressed their concerns earlier this week about video of an arrest they say depicts police using excessive force.
The video surfaced on social media last month and has sparked outrage in some.
Santa Maria Police Chief Phil Hansen says the department is now conducting an administrative investigation, but residents who spoke up during public comment at Tuesday night's City Council meeting say that isn't enough.
"We have to have citizens involved looking at these situations, not just the police investigating themselves. We need an independent investigation," said Santa Maria resident Gale McNeely.
A handful of other residents also spoke up about the issue at the meeting.
Since it was not an agenda item, no action was taken by City Council members.
Chief Hansen was in attendance at the meeting.
