PG&E says that the outage was unplanned.

More than 1,000 people were without power in the Avila Beach area Saturday.
The outage was reported shortly after 10 a.m. Restoration was not expected until around 7:15 p.m.
Around 1,260 PG&E customers were reportedly affected, leaving many restaurants and businesses in the area in the dark.
No word on the cause.
